If you don't have services for them, they'll stay away.

Once you have a "soup kitchen" and transitional housing, they'll show up in droves.

That will only work for a limited number, probably a third or are more suffering from mental illness, no matter what anyone does for them, or how much money they were to get, unless they are somehow locked up they will just return to the street.

Only a small percentage are there for lack of a job and financial hardship, the rest are mentally, drug addicts or both, they not going to work for any amount of money or other convience.

It's not a homeless problem it's a Mental Health problem. I'm willing to bet very few homeless people are able bodied or mind.

Round them up and put them to work, chain gang-style. After a year or two hitch discharge them with a job opportunity somewhere and a place to rent. If they're caught begging/homeless again rinse and repeat.

Ah, the memories - one of my funniest pranks involved a homeless guy in Houston.

I stopped at a gas station and needed to use the restroom. The attendant gave me a key to an outbuilding that had vending machines and restrooms. So I unlocked the door, walked over to the men's room and proceeded to do my business.

The local newspaper (this was pre-internet) hired homeless people to stand on the streetcorner and sell papers. As I walked out of the men's room one of those guys barged into the outbuilding, dropped his stack of unsold papers and hurried over to the men's room. I tried to give him the key and he brushed it aside, saying "Don't have time for that, I gotta take a dump now!" He went into the men's room and closed the door, leaving me with the key to the building.

So I left the building and locked the bum inside before handing the key to the attendant.

Another solution to the cities full of homeless: move YOUR arse out of the city to where the homeless are not.

I avoid unpleasant things as much as possible. Something ugly? Don’t look at it. Shitty scenario? Walk away from it.

Sorry but avoidance works for me.
