Lax law enforcement allows them to hang out and beg. Crack down on them and they will leave and go elsewhere. And do the same thing there.

- Make it a 45 day sentence on County work farm to panhandle.
- Make it a 45 day sentence on county work farm to provide aid to a panhandler.
Set up county work farms for panhandlers and those who give them money or food. Provide scud work for them - fill sandbag from sandpile, haul 40 yards and stack in pile. Next day carry sandbag back to sandpile and empty the bag.
They must do this for 8 hours a day. If they won't they don't eat or get 10th rations (bread and water). Have a willing to work compound and a not willing to work compound. Segregate them by their willingness to work.
Try them within 2 hours of arrest.

Why do some consider being homeless a crime? People should be able to live peacefully without a home and have access to public places.
