I travel for a living. Many years ago they were mainly in big cities. Now I'm getting hit up for money in every single piss arse town in America. I took my 13 year old son with me on a trip to Houston and he said dad you don't have to be so rude to all these homeless people. I told him look I get asked 100 times a week for money and I'm sick of it. Probably not the best example a father could set but the shite gets old. I even had one bum tell me in Houston he wished there was a way they could do ATM transactions because so many people don't carry cash.
I don't have a solution. Back in the day the local cops or sheriffs would haul the bums to the parish or county line and tell them get to stepping and don't come back.
About the only thing I can suggest is since most of Mexico lives over here now when Trump builds that wall throw the bums on the other side and tell them don't come back.

I've chosen to move to the burbs.
There are other areas to live in Houston besides Downtown and the burbs

And all of them are inferior to the other Texas cities.

The Heights is a really nice area to live. Never lived in Rice Village or Midtown, but people like those areas as well. Plenty of great areas inside the loop west of downtown.

In the England of Edward VI, vagrants would be branded and then enslaved.
I think that's a start.

During the Soviet heights, they simply moved the homeless to Siberia. So the cities were clean looking with no homeless beggars.

All the areas you mentioned are full of them as well.
I've seen them completely take over Hermann Park as well. Used to love going out there.

Some bold generalizations. If you are a Christian your answer should include something about helping them. As far as shaming people that help them good luck I'd much prefer to be shamed by you than to ignore Jesus's take on the subject.

Some federal frickheads, some call them judges, ruled the homeless can be bums and beg. To arrest them and run them out of town is a violation of their 1st Amendment rights. So decree the frickheads! Deal with it!
