Couldn’t the owner give a different hourly wage to his better servers over time? Or give bonuses to their best servers?

If they don’t take care of their valuable people they will leave. It is how the market works.

Making $500-$600 a week part-time sounds pretty good to me. @30/hour after taxes working 20-25 hours a week. Even with inflation thats not horrible. What if people don't tip shite on a short shift?

You would have to have tips still involved or go straight salary with benefits. Our culture doesn't work that way though. We've got a large group of lazy and giving them too much might as well be like UBI

I can assure you of one thing. A sever at a Texas road house on an hourly salary will not work as hard if they know the money is already there. You get much better service from a person who relies on tips.
