Yes. Food costs would have to go up even further if they reduced their markup on soft drinks. Thats just basic business. You act like restaurants are money machines. Standard restaurants shoot for 10% profit margain and most run between 5-10%. Do you realize how low that is?
You are bitching about the price of soft drinks. Think about that, not health care, not water, not education. Soft drinks.

I like the little, we used to be a high trust society aspect without acknowledging how much people will try to abuse that trust. Order a water and fill with soda. Have 4 people at the park, 3 order a 1-time drink and 1 orders unlimited refill. The unlimited refills then use their code to refill everyone else's drinks.
Also, this is not a new thing. It may be new to Dollywood, but they have them in some capacity at Disney, Universal, Great Wolf Lodge, National Mall in DC...

Really? All restaurants do free refills on soda, even fancy 5 star places.
They normally do not do free refills on juice drinks.
That is pretty much why America is fat.

I just got back from Dollywood. It was something like 20 oz per fill and was available every 10-15 minutes.
The into thing it did was stop people from TOTALLY abusing the system. It still allows for kind of abusing it.
Oh also water cups with ice were free.

I old enough to remember when there were no free refills (maybe coffee), on the rare occasion we went out to eat, dad told the server not to bring out drinks until the meal came.
