Basic science research relies mostly on public finding because most of the time there isnt a ROI for a very long time. But you have to gain the knowledge first before you can find ways to apply it for commercial use.
When calculus was first invented in the late 17th century by Isaac Newton and Gottfried Wilhelm Leibniz, it provided a revolutionary mathematical language to describe continuous change and motion that traditional geometry could not handle. They had no idea how much it would change navigation, mapmaking, financial security, physical engineering IE they had no idea the massive ROI for humanity their discovery would have and neither did anyone else. That what basic science research is all about.
