Based off this video and the conversation that took place, this sounds like the passenger that stayed and talked to the police while the family took pictures of the driver who fled the scene

It’s not just from seeing hispanics. It’s not just from seeing the someone with a Spanish tattoo only. Hispanic with Spanish language tattoo and around some witnesses who only speak Spanish and have fears for themselves after sharing pics of suspect. With ICE putting on full court press across the country that description of a person fleeing after hitting someone with jet ski who was dying or already dead while fleeing and then getting into a 2nd hit and run later is likely fleeing due to intoxication, being illegal, or both. We are also assuming the intoxication part, being 100% at fault in the collision, and that the perp 100% knew that the person hit was dying or dead as well. Intoxication is the more likely scenario, but assuming also being an illegal in this scenario is not an unreasonable assumption with this incident.
