She left for a reason! Or a reason that she thinks in her head he should be aware of bc men read minds.
She was fricking someone and it didn't workout or she left to get leverage. 99% of the time when a woman moves out for any period of time the end result is divorce. Its just gonna be a long road for him

He won't like this one bit but the dogs behavior is a reflection of the current owner. That is backed up by her moving out and not being committed to a real marriage.
Tell her that if she comes back the dog is her responsibility, note that the yard is small and that the dog will require an outlet in order to get his energy out.
I bet you any amount of money, she will continue to be who she is and your buddy will have to step in and manage the dog if he doesn't want a hyper little shite running through his house.

We did some match making several decades ago. After their third date, she decided he was, in fact, the one. She got rid of her nippy, yippy dog that liked to bite men.

The dog seems like a secondary issue. He could always have the dog over for initially-short, progressively-longer visits while they try to work it out, and see how slowly incorporating the dog into the household works (or doesn't). He could also make it very clear, and get her explicit agreement, that this is her dog, and she needs to train it, discipline it, walk it, pick up its crap, etc.
IMO your kids need to come first. When you have kids together, you really need to try very hard to make it work. But that isn't the case here. When she moved out, did she take her kid(s) with her?! What do his kid(s) think of / feel about the situation, and how has it affected them? Where are his kid(s) mom(s)? Where are her kid(s) dad(s)? To me, the whole minefield of the kids' other parents is a huge reason why 'blending' families is often problematic, e.g. in a way that it wouldn't be if the other parents were dead, fled to Mongolia, etc.
And she left the house. Is it his house that she and her kid(s) moved into, or is it their community property, or what?
So IMO a lot of highly-relevant details are missing.

She moved out and bought a dog and he begged her to come back. He’s hooked. She can now come and go as she pleases. No telling what she’ll bring back next time. He’s given her the vacation and then come back free card.
Divorce won’t be pretty, but it’ll help avoid all the future BS she will put him through.
