But hasn't that been the customer's prerogative? Correct me if I'm wrong, but aren't refills free (historically) at McDonalds?
Seems like this change has more to do with discouraging refills rather than tackling theft.

I don’t understand this. Getting cheap food and getting free refills of the most well-kept soda are the only real reasons why people went to McDonald’s. Especially with how yucky the food is.
Now, they’re destroying almost every reason to go there. The food is barely less expensive than actual good tasting restaurants. No free refills for sodas. And, heck, the only other reason to go there, which was to have the toppings blended into a McFlurry, is gone too. Now the McFlurry isn’t really any different than a vanilla ice cream with Oreos that you can make for yourself at home.

I went to a McDonald's in Memphis and there was nothing out in store. Not even straws or napkins. Everything was behind the counter due to homeless and theft.

I think people like the food, they like getting it quickly, and they like not having to get out of their car. Inside dining has been on the decline. All the new fast food places are strictly drive thru. The cost of operating an inside dining function is pure loss. Youve already paid for the food, now instead of driving off, they have to clean up after you, maintain bathrooms, and pay for additional insurance to have you occupy it. Then factor in all the undesirable people that go inside those places that you also have to deal with. It's just additional risk now.
If they could keep inside dining in suburban locations and eliminate it in urban areas, they would. But they can't do that.

They know people are less likely to get a refill if they have to ask.
This is simply another long list of reduction of services in order to increase profit.
