He was first convicted on RICO and public corruption charges.
Then plead guilty to not paying taxes on his share of the “clean” bribe money he was paid in salary, and also admitted he didn’t pay taxes on additional legitimate income.
He was the bag man in a scheme that bribed local politicians in Houston, Atlanta, and Cleveland. There’s no telling how much money he was paid under the table or he skimmed off the top, but the Feds were able to trace a half million dollars because the dumbass didn’t bother to file a return or pay taxes on his legitimate income for several years.
Thanks to Teedy, Mr. Gilbert is back in the game, and you better pay the man if you want to do business in her city.

It’s also hard to prove some of the bid rigging or contract award wrongdoings. Tax evasion is easy to prove.
