You are correct. I was the PM on a project on the city side many years ago. There was an elderly gentleman who was the "caretaker" of the city side. Got to know him well. Asked him if he liked the then current mayor. Keep in mind, the caretaker was in his late 70s - he told me that the mayor was ok, but he was tired of always have to hide the mayor's "men friends" from the mayor's wife.

Latoya has been allegedly living there and not at her home. She is seen out around the quarter and downtown at restaurants with an entourage.

I understand the distinction you're trying to draw, and sort of alluded to it later, but I think it's really one without a difference to the extent that there will be "records" to show any real impropriety here. I'm assuming there's nothing outright saying, if she wants to spend every night there with her new honey and entertaining her "entourage," she can't.
I mean, who are you to say that's not "official business"?!?! Say her name!!!

Most of the nicer areas and suburbs are on the west side. The east side is bad, and East Cleveland is a separate municipality right in the heart of of the worst area.

Maybe not but I’m fairly certain that no other mayor in recent history lived there rent free so while maybe nothing is officially written to stop her, historical precedent likely points it out to be improper. And it’s just tacky as hell if true.
some investigation ought to be done to see if Latoya is indeed living there for free and if so, change the rules to make it clear that this is not some palace for the mayor to live in.

Its not just the US either. The East Side of London used to be traditionally the worst neighborhood as well. (Its become pretty hipster so not as much anymore).

Jackson admitted that he knowingly and willfully failed to pay income taxes on any of this income. Jackson further admitted that Ohio businessman Nathaniel Gray and businesses owned by Gray paid Jackson approximately $145,150 of those unreported funds. The payments Gray and his businesses made to Jackson were in large part from the participation of Jackson in the activities for which both men were convicted along with others in United States v. Nathaniel Gray, et al, No. 01:04CR580 (NDOH), in August 2005 on charges of RICO conspiracy, Hobbs Act extortion and honest services mail and wire fraud.
Jackson was sentenced to 82 months in prison on Dec. 12, 2005, following his convictions in Cleveland. Jackson was also ordered to pay $100,000 restitution to the City of Cleveland.
The maximum penalty for his conviction of tax evasion in this case is an additional five years in prison and a fine of $100,000. The defendant’s sentencing is set for May 4, 2006.
