It's all about student engagement. Universities want students to complete their studies (obviously).
Having departments for certain demographics boosts student engagement which has been proven to boost retention. Retention usually correlates with higher graduation numbers and financial stability for the institution.
Providing diverse student support services also boosts national rankings
