Yes... in spending... most of that will stay here.
I doubt that the total amount returned in tax revenue to the state will ever exceed the amount the state spends. It never does.
These types of programs are never meant to be net-positive for the state budget. They are meant to bring jobs to the residents. Everyone likes to complain that jobs like big manufacturing plants, etc, go to other states... well they provide the incentives.

Then people start bitching about the brain drain in the state and why we can't seem to keep or attract educated people to Louisiana so more high tech companies could potentially come here without our state giving up taxpayer money to do so.

Its not the announcement (it has the potential to be good for the state), it's the attitude in the responses.
The state needs economic diversification, it cannot improve itself with a foundation of tourism and O&G. This is more sustainable than the media credits or anything that has been tried in recent years.
This is investment in getting the population educated and experienced in technical skills not available today. These jobs are the manufacturing jobs of this century, not anything that's going to turn nola into silicon valley.

That attitude is because we've ALL seen this song and dance before. We expect for the state to be corrupt and/or bungle this, paving the way for the company to come in and economically develop the frick out of us.
I hope that the pessimistic are wrong, but sure as hell won't be wearing my shocked expression if they're right.

The state had nothing to do with the mangled real estate deal. The Shreveport Indusrial Development Board loaned Elio $7m. Which was enough for Elio to buy the GM plant from the bankruptcy group that owned it after their 2009 filing.
