I'm certainly no expert, but Katrina was a big storm and at one time s Cat 5. She built up a big surge as she travelled north to the La./Miss strike. She was perpendicular to the coast line in a sense and was approaching a shallow coastal shelf.
The winds died down only as she approached land, but the huge dome of water ahead of her was already in place and the result was a record surge.
Contrast that with Irma who initially parallel the tip of Florida, turned north suddenly and hit Florida at an angle. Her surge never had time to really build against her "target".

Irma was a cat 5, as late as yesterday. However, I do believe that it had to do with the angle of attack. Had this storm heading straight in to Miami from the east, we would have seen a much, much larger surge.

You are right there. Katrina had 30'+ water pushed into SE Louisiana. Down in the lower daparish, marsh grass was hanging up in what power lines that were still standing.

Wind direction is a big part of the low surge in Florida so far, well on the west side of Florida at least. East coast of Florida got decent surge for a storm as far away as it was with the persistent flow off the Atlantic.
In Katrina, the size of the storm and the late transition of strength down wasn't considered but the reason it was so bad in Mississippi was getting the due south winds just as the eye came in. Pushed all that water up on the shallow shelf off the coast.

I think the angle of approach is a factor, as well as the depth of the water and distance from shore the shelf is.
Katrina shoved so much water into Bay St Louis and up the Rivers and creeks that the highest storm surge figures on the FEMA post storm analysis were on the back bay. There was ~28 or 30' along the "Gulf" (Mississippi Sound) side of Pass Christian, but areas in the back of town got 35 or 36'. We were hearing stories about how deep the water was - over the top of two story houses - and I just figured it was BS or a traumatic mis-rememberance. I knew it was "only" ~28' along the highway because I could measure it at my aunt's house. A few months later when the FEMA maps were available online, I saw that it was true. I could hardly believe it. It was crazy.
