I’ve used one of these before. Had a dog on the property line that kept me up all night. Dog started waking up kids. talked to neighbor and they never did anything about it.
I hung one of these within 15 feet of the dog pen on the property line. Barking stopped, but that poor dog was whimpering pretty bad. At the time, I didn’t care. Because of the whimpering the neighbor broke it and through it in my yard. After talking to them about it again, they moved the dog pen to the other side of their property. Problem solved.
Point is you will upset your neighbors with this. Is it worth it to you to tick off your neighbor and they may retaliate. I did the risk weighing and did it anyway.

Have you tried fricking its owner?

Do you have an HOA? I'm having a similar problem but it's some kid with a loud as frick truck.
As the other poster stated, have you tried spraying him with a hose?

..then I make too much noise and that 4 legged a-hole is back at it barking loud as hell.
Maybe you are the real nuisance in this story.

Explain to your neighbor that their stradegy for controlling thier animal isn't working and to please keep the dog inside.
Once you try to resolve it like an adult, if they refuse to change the situation, you have full rights to change it yourself.
This is terrible advice. It tips your neighbor off that you are the suspect when you inevitably have to kill the dog.
I would try things like dog whistles or bark boxes, but if they don’t work I would kill the dog, probably with poison. Then act outraged when the neighbor tells you about it.

Maybe one of those airhorns that the fat baseball moms use? It barks you yell "Nice try, Jaxson". It annoys the hell out of me, I'd go inside.

When you know your neighbor is home, grab a few beers and a lawnchair and go sit right by the fence and drink beer. Don't acknowledge the barking dog in any way. Don't look at it, yell at it, talk to it, feed it treats, nothing. Just sit there and let it bark at you until the neighbor comes get it.
Repeat.
this will work

Dogs bark at the mailman, and UPS man and others because they think it works. They bark, the person comes to the door. They bark louder, the person goes away. In their dumb arse doggy brain, their barking was the reason they went away.
I know this is a couple of years old, but this is our dog if anyone walks up to door or just walks across front of house on the sidewalk in view of a window. If they have dogs it’s worse. Embarrassingly if they are pushing a baby carriage it’s worse, and Little kids waving at him barking in window get it worse as well. He doesn’t get on alert, warm up first, and make sure it’s worth the energy. He explodes, then mixes in growling with more barking, and only cools down when out of view with some low and slowing down woofing.
He doesn’t get used to them. He has become conditioned that they leave when he barks. Dumb arse knows more times than not when Prime comes to door he is getting something, but he still goes berserk until they leave.
He especially hates a neighbor who lets her fat chihuahua piss in multiple spots in the yard all the time. Although I have actually thought of opening the door and letting him loose on them more than a few times.
Sometimes I don’t even hear the doorbell or the knock. I just know someone is there because he goes berserk and quickly bolts up the stairs to continue the barking overlooking the front entrance before I can order him to get in his crate to open the door.
Though if a siren is heard he can’t help but start howling like his ancestors.

I have lived your life bro, but they had three damn dogs. The second I would open my back door, it was on… I installed a sound bar with a sub and would blast the song by Dope, die MF’er die MF’er die. I used the water hose as well. We finally sold.
