My neighbors have a strip of grass like 20x10 by their mailbox, and their entire yard is really in their back yard. It takes me exactly 1 minute to mow it for them since I have to mow there anyway. If they asked me to raise the blade, I would probably make a joke, but I'd do it.
The guy is a contractor and is quick to show up when I need help.

Take a day off work, wait for him to start mowing, start mowing at the same time with your wang out, wear shades, say nothing.

The correct answer is to drop a bunch of 1" ball bearings on your side of the lawn. If he's really scorching the earth then he's going to get a nice surprise. If you happen to cut it before him then just pass a mag sweeper first.
Catch him a few times like that and you won't even have to hang out with him anymore.

I think you are over exaggerating how low his blades are and you are just an OCD stay off my lawn type of prick. Its the side yard that no one sees, why does it bother you?
I can see how you could have an issue with the expected reciprocity when you do beat him to the punch and just not wanting to reciprocate the gesture, because that would lead to him thinking you are an asshoe when in reality, you never asked him to do it in the first place. But it appears your issue is simply because he cuts lower than you and that is pathetic, which unless you are right and he is going scorched earth on your lawn, then you could easily walk over and show him next time you see him outside, in which he would certainly understand your problem. But because you are over exaggerating the scalping issue you know pointing this out will make you look and sound like the OCD prick you are.
Also, you don't seem to understand why people cut their grass low. I purposely cut my grass as low as possible without scalping (2.5 front wheels, 3 back wheels) just so I can go longer between cuts. Sometimes when you cut it close like that, scalping happens. A spot here or there is only noticeable to the OCD people. You don't like it.. kick rocks
