Cops are dicks man, they really are.
Two things should've happened. That a-hole frickface should've given you his name and then you should've "moved along". His answer for why he couldn't do anything was fair enough but not giving you his name is a giant fricking a-hole move. Where i work, i don't get to withhold my name from anyone. Who the frick is this guy that he can pull that shite? He's just a low rung fricking public servant. You should treat him as such and report him.

I would think IF they could, it would only be within the city limits. But the role of city marshall varies by parish.
Where I am, there is a city marshall, who is elected, but there are no marshall deputies. And his role is strictly working under the city judge.
