The instinct to run up from a distance and kick or stomp the head of someone already on the ground seems to be a growing impulse among "teens."

Even Dane County locked their fair down a few years ago with curfews, extra security, and requiring anyone 18 or younger to be accompanied by an adult. I’ve never been to that one and never will be.
Dodge County has their fair this week. I guarantee that people will be carrying there.
