I knew what it was the second I saw it. I have a gallon jug of it sitting in my office. Oddly enough it looks like the color of iodine in the jug until it mixes with water.

thats harmless dye used for leak checking. You can buy it on Amazon. Ive got some at my house right now

100% serious answer is that the water/wastewater department is doing a dye test on one or more of their sewer lines to look for leaks.

You can see it's coming up out of manhole lids. That is the color dye they use
