I have one in my house today and we use it as the primary trash can. The bags can be found on Amazon. They’re not expensive.

We bought a house in 2014 .. it was built in 2006. It had a trash compactor — we took it out and made that spit into a cabinet. Much better for our needs.

Ours was broken when we bought the house. I had to dig it out with a prybar. We replaced it with an undercounter ice machine.

90s apartment had one.
Friend had one in his place, which was a party hangout. We put nothing but beer cans in it. He would take the resulting blocks of aluminum to the recycling place. Prices were pretty fair back then.

I'm old, so we were the house that had one (us and many others built in the late 70s to early 90s. The one at my mother's house still worked until about 5 or 6 years ago. Since you can't easily find the bags for them any longer, she just kept one of the last bags she had in it as a liner and used regular trash bags.
Now that's dead, she still uses it for trash, she just can't compact it any longer (which is probably for the best because once the bags were full from multiple compacts, they could be heavy and difficult to get out of the bin).

Got a friend living in an upscale home in Metairie and he has one in his kitchen and uses it daily.
Personally, I never saw a need for one since our kitchen garbage bag goes out damn near daily between household and kitchen waste and cleaning the cat litter. It's heavy enough without having it compacted to add more.

Just had one installed in my house about 3 months ago and love it. We have an older house that had one when we bought (broken) but decided to change it out they aren’t cheap ($2500) but damn it’s nice I only have to empty once a week.

The reason yours was in the storage room of the carport was likely a rebellious homeowner. Many subdivisions not in the county/parish back in the 70’s and 80’s had Homeowners Association rules requiring them. I know I know silly right?? But they did. It’s why my house had one. Some of my friend’s parents put theirs in the carport storage room like yours.

True story:
My brother and I, on the weekends, would turn the volume of the intercom in our bedroom all the way down so we could sleep in. Sometime after daybreak, I’d see my Dad’s hand reach just inside the barely cracked open door and turn the volume way up. I could count the seconds before he returned to the kitchen and blasted us out of the bed…
