I would say that’s bad even by hooters standards.

I don't think this is shocking for anyone who worked in the service industry. shite gets dirty when you are busy. Had he been there when they opened it would have been clean because there's no way the manager lets them leave at night until its clean

Years ago I was at the Hooters on veterans and our waitress (although hot) had that disgusting fricking batter caked under all her fingernails. It was gross as shite.

Most make you clean. Cheesecake bistro only had you put food away then a crew came through and cleaned everything and swapped linens and sharpened knives.
In BR J a Alexander's was by far the cleanest kitchen.
