These aren’t bums begging at intersections and interstate on ramps, that’s a whole other downtown Atlanta phenomenon, he’s talking about the little shitheads trying to ‘sell’ water at intersections.
Techwood and 10th in Midtown, near Tech, is historically one of their favorite spots. Not a betting man, but odds the incident OP describes happened at this intersection are pretty, pretty good.

This is strangely true. We were collecting money to donate to a girl I worked with and white people Venmo’ed and most blacks used Cashapp. I had to create an account just to collect their money.
