It’s easy in most places. You don’t even have to leave your hotel. Bell hops, valets, and bartenders are good places to start.

I’m friends with a guy who is apparently very close to the victim. They’re up in arms about it because they’re claiming the Mexican government is making up lies (crack, transvesites) to cover up the crime and make it appear to be the fault of the victim. From what I’m reading on their personal fb pages, this information is bogus and the Mexican government is doing all they can to abominate this guy’s name in an effort to cover it up.

This is the problem that's always existed with Mexico - the police are typically corrupt and your safety is always questionable. Get in a car accident on the way to your "safe" resort, and be hauled away by people who may be more interested in a bribe or stealing jewelry and valuables from the luggage. When something goes wrong, it goes very wrong in Mexico. There are plenty of other vacation spots where you can avoid this for your kids or family.
