A lot of good ones have already been mentioned, so I'll add Killgrave from Jessica Jones. Tennant was freaking amazing in that show.

No doubt, and it also took away your expectation of “plot armor“ for the rest of the series. I think that is pretty crucial in a show like 24 when in reality lots of people have insane plot armor
