The new 9-3 or 8-4 playoff team seeded between 17 and 24 will be the football equivalent of the 10-loss #9 - #12 seed basketball teams that supposedly had a great season.

It is SOLEY money grab by the people in charge (no college football fans want this). However, they are too myopic to see this as further dilution of the sport. It's already happened with the expansion of the NCAA Tournament.
Proponents will argue this will be like the NCAA Tournament were the first two days are some of the most entertaining days because of the upsets. But football isn't basketball and we've already seen that the gap between the smaller conf. schools and the best major conf. schools is vast. While I understand the sentiment of wanting to "reward" the likes of Tulane and JMU with a CFP spot, neither could compete. Watching 14 seed Okland beat 3 seed Kentucky is fun. Watching an SEC or Big 10 football team blowout a sunbelt or AAC team isn't. Neitehr is watching slightly above average Arizona play slightly above average Houston for the right to lose by two TDs to Ohio State.
Scarcity and exclusivity is what has made football America's favorite sport. In an increasingly on demand world football makes you "wait". 12 games, once a week, for only 3-4 months leaves your wanting more and makes every game "big". Adding to the CFP field diminishes that scarcity

Look at the top 25 teams right now. Now tell me just about all deserve a playoff spot. This is ridiculous move that will kill college football. 24 teams? Insane.

This is stupid but I guess we are here. Fun things you will see in the future:
-playoff teams that have already fired their head coach
-playoff teams with no legit QB because of injury
-a #5 seed Notre Dame get beat 41-14 by the #21 seed Georgia Tech
-a playoff that doesn’t have 2 top 10 teams play each other until the 3rd round of the playoffs
Any other wacky things that would be unheard of before?

The top 8 seeds should get first round byes. That should limit the number of blowouts we will see. The teams seeded 17-24 will basically just be there for show.
