If it didn't rotate, we'd be able to see the whole moon as it goes around the Earth. The only way you can only see one side of the moon no matter where you are on the planet is if that side is always pointed at the center of the Earth. That one side is always pointed at the center because the moon rotates on its axis exactly once for every time it goes around the Earth.
Tidal locking is tricky, yo.
