Insurance company gets the police report and the insurance card she gave to the cop was phony.
How did the cop not know at the scene? Guy ran a red light and hit me last week. When the police got there, I mistakenly gave them an old card that had expired in December. He came back to me after typing on his computer in the cruiser and asked if I had an updated one because it was expired, but he could see my insurance was current in the system.

they proceed to never pay the premiums again yet keep said insurance card with them in case they get pulled over.
Yeah but those expire every year. Wouldn’t handing over an expired insurance card be very noticeable?

And chances are, you’ll get sued by the lead car when they felt “2 impacts”.
You could preserve your EDR info showing you were at full stop and there was impact from the rear first.

Happened to me when I was 19. The guy got arrested, he was DUI and the cop was driving right behind him.
My insurance paid for it. I moved on.

Do you have underinsured/uninsured motorist coverage on your own insurance?
Doesn’t matter. You cannot have uninsured motorist property damage in Louisiana if you have comp and collision. It is literally not allowed.
Since he only has 1500 miles that means it likely has a loan - which means it’s mandatory for him to carry comp and collision.
He is going to have to claim it on his insurance.

Not if it's not his fault it will not change his premium.
I had an unavoidable accident with an 18 wheeler tire left in the middle of Highway 90 between MC and Houma once. I was in the passing lane, went to slow down to get over and the car in the right lane slowed thinking I was going to speed up. Got stuck and had to eat it going 50. Thankfully the guy in the other lane pulled over with me and waited on the cops. They listed it as a no fault accident. Insurance still increased since the damage was more than a certain amount (i was driving a mazda 3 so it didnt take much to frick the underneath of the car). Its all a fricking scam.

OP I would call some ambulance chaser and at least see if they can get you some $$
They won’t take the case without injuries. There is literally no money in it for them if it is for property damage only.

My buddy had the front end of his truck taken off by an illegal running a red light.
No driver's license. No insurance. Had a baby in the car not in a car seat.
The cops wrote her a ticket and sent her on her way.
In a sane country, she would have been deported immediately.

Aren’t they supposed to impound their vehicles?

The card probably shows it doesn't expire until the future.
What some people do is start a 6 month policy by making the first payment and then once they get the card never make a payment again. So the policy cancels but the physical card they have in the car still shows the original expiration date. Then when the card they have is about to "expire" they repeat the process to get another card.
If you hand a cop an expired card they'll probably look at it and ask questions or run it through their database to double check, but if you hand them a card with a date that's still valid (even if the actual policy is cancelled) they probably just take their word and don't investigate further.
With how common this has become, it should honestly be standard procedure to run everyone's insurance through the database regardless of what the card they have says. Maybe it already is and cops are just lazy, idk.

They don't look that hard. Plus they probably sell the cop some story that they haven't put the new one in their car yet.
And lastly, you are looking through a much different perspective than people like this do. They look 24-48 hrs out. 72 max. Their entire life resembles this.

My wife was also. We got screwed and he didn't show up for his court.
She has also had 3 surgeries so your doing better than we did.
Don't think you'll like the results though.
