It would be helpful if you provided a quote or something in reference to what you are talking about.

I think the CDC has “clarified” this and said they meant that this strain is more contagious to the vaccinated than previous strains. They are claiming they didn’t mean more contagious to the vaccinated versus unvaccinated, but more contagious to the vaccinated than prior strains were to the vaccinated.
Personally, it seems like vaccinated people keep getting COVID over and over while unvaccinated don’t get it as much. But that’s just anecdotal.

Its because it's badly worded. What it means is that it's more likely to cause re-infections than previous variants, not that having covid before makes you more likely to get it than people that haven't had covid.

Immune Impacts: The large number of mutations in this variant raises concerns of greater escape from existing immunity from vaccines and previous infections compared with other recent variants.

Covid all around is more bizarre than anything that we've experienced naturally. Even before all of the evidence of a manufactured disease, I thought there was some frickery at play with this virus.

If I'm reading the OP correctly, it seems like it targets those who have had the vaccine or virus previously more than non inoculated

Thats my understanding of what the CDC Risk assessment said. Thus my confusion.
Based on what CDC knows now, existing tests used to detect and medications used to treat COVID-19 appear to be effective with this variant. BA.2.86 may be more capable of causing infection in people who have previously had COVID-19 or who have received COVID-19 vaccines. Scientists are evaluating the effectiveness of the forthcoming, updated COVID-19 vaccine. CDC’s current assessment is that this updated vaccine will be effective at reducing severe disease and hospitalization. At this point, there is no evidence that this variant is causing more severe illness. That assessment may change as additional scientific data are developed. CDC will share more as we know more.

I think this is correct. Confusion caused by a poorly worded statement, but nothing really to get upset about.

The number of people who have not had Covid yet is very small compared to the number of people who have been vaccinated or previously infected. So if there is a claim that more people are infected with the new variant who have had the disease or the jab, it is because there are more on that side of the equation.
