It's bad when the new efficiency standard kicks in the new fans will likely move less air than a newborn's fart.

Pretty sure the electricity load needed to run such things is about as negligible as can be. For years they were pitched as a way to save electricity, because presumably they would allow you not to have to run an AC as low with them on.

It may be if the extra expense is do great it takes 20 years to recoup your investment.
It’s the law of diminishing returns.
I think there’s more savings possible if you turn it off when you leave the room. There is no appreciable benefit in summer to run a fan when no one is in the room.

Yes because this means most manufacturers are just going to limit the speed of their fans in order to meet these "green" requirements. And those who do find a way of making their fans more efficient will likely be selling fans that don't last as long at a premium (which ends up being more wasteful). We've seen this phenomenon in cars as the EPA keeps squeezing manufacturers for better MPG. Newer cars have more expensive parts and don't last near as long as older vehicles.
