This is something Wenger has brought up. They are calling people off by shirt sleeves. He thinks there need to be clear advantage.

It should be a clear advantage, since you can’t play the ball with your arms, I don’t think any part of that should rule you off.

Or if your feet are on but you lean forward you are off. I still don’t believe that gives you a clear advantage.
