This is a loaded question. Not fighting in a war that already exists for decades is not “didn’t start a war”. Assisting the enemy in said war via giving them billions in cash is worse than not fighting.

Bush Sr. “Got us into” the first Gulf War, in response to Iraq’s invasion of Kuwait.
Bush Jr. got us into Afghanistan in response to 911 and then went after Saddam in Iraq.
Then there’s Trump. He did not get us into a war during the 1st term, but attacked Iran along with Israel in the 2nd.
Probably a few military actions I’m missing.
