In order:
Lincoln
Washington
Jackson
Weight class matters.
Teddy Roosevelt was considered small. The main reason he got "tough" was to compensate for his childhood. I am sure he was tough for his size.
Grant was small.
If I had to place a fourth on the list, I'd go Eisenhower. Linebacker and running back in an era where football was brutal and the linemen were virtually the same size.
Fifth would be Gerald Ford.

I was tempted to say Jackson because he was a dueling bad arse, but he weighed like 130 lbs so I’m not sure he’s the one you want in a bar fight.

He was 6'1".
I dont know how much he weighed. But I have a hard time thinking that he spent most of his life under 150.
The remaining photos of him are older and he doesn't appear to be thin. But he was 70/80 years old at the time.

When he was president he weighed 140lbs. Tall and thin, mean as a snake, and tough as nails.

Teddy was a boxer, in the light heavyweight division. In a match he got hit and his retina was detached. So he had to quit boxing and he started training in jiu-jitsu.
