Back to the original question. If they successfully took out a U.S. president there would certainly be massive retribution. I don't know what the details would look like but I think they're at least sane enough to not even attempt that.

It would seem multiple people have tried to kill Trump. One famously came very close.
Joe Kent, who at the time was WH head of counterterrorism, claims he was investigating possible links between Thomas Crooks and hostile foreign states, as is protocol, and he was shut down by the White House.
So the answer is = maybe they would kill him and we would never know.
We still don't know if Lee Harvey Oswald acted alone despite all his links to the Soviet Union.

A foreign country trying has probably happened for every sitting US POTUS we've had in modernity.

Between 80,000 and 100,000 civilians were killed IN ONE NIGHT during the March 9–10, 1945 firebombing raid in Tokyo, and that was just conventional bombing, no nukes used. Over a million people were left homeless.
Now if 20 people get hit in a bombing effort and 4 die, you have people screaming WAR CRIMES.
