First, get yo a$$ a job, and that takes care of some many problems off the bat for society. I live in an industrial area, and even the drug addicts work for temp companies and are productive members of society. They typically just work till lunch, but they’re paid same day so the desperation that leads to violence theft and other things seems to keep them busy enough so they don’t cause mayhem
