My theory is Trump was glad the lower judge ruled to provide SNAP. He doesn't like the thought of losing support from low income people no matter insignificant. He also doesn't actually GAF about spending.

Ketanji realizes this and wanted to toss the ball back to trump to make him back to being the bad guy.
