It completely ignores the entire enlightenment thought process, they designed a universal system of best practices, taking inspiration from:
Western Europe, (Montesquieu, Locke, Voltaire, Magna Carter),
Rome and Greece, (Corpus Juris Civilis, separation of powers) - Everyone
The Iroquois Confederacy (Great Charter of Peace, Federalism) - Franklin, Adams
Ancient Persia (multi Ethnic Religious freedom) - Jefferson
China (Bureaucracy, Meritocracy) - Voltaire
Ottoman Law (Jurisprudence, contract law) - Locke
Latin America (de las Casas, Human rights) - Montesquieu
They never conceived of a law built for one race, but a global humanity law, specifically taking information from multicultural and multi religious empires of the past(Rome, Persia) as well as contemporary (Ottoman, Chinese, Spanish).
