Partially true, the Bears were going to self-fund the stadium on the land they had already bought. What they wanted and were denied was some property tax relief for an extended period of time.

So much of this is too funny for that sharthole city.

This objectively sucks for the Bears, but subjectively, is also very comedic timing that they move as soon as they start to be good.

They get a the Madden cover with a Bears QB on it showcasing the Chicago skyline behind him and then immediately move forward with going to Indiana. It really is impeccable timing.

This article from the Chicago Tribune sums everything up very well (WARNING it may give your phone AIDS).

The main points:


First, there’s not all that much history with Soldier Field. The Bears have only been playing there since the 1970s.

The Bears bought nearly 400 acres in Arlington Heights, a NW suburb, and continued negotiations with Arlington Heights on discussions like taxes and investments with the plan to move there.

Cook County stepped in and raised the property taxes in an effort, according to some, to stop the move out of Chicago.

Three school districts whose territories reach into and around the Arlington Heights land each began making demands, backed by the incredibly powerful teachers unions in Illinois, of the Bears and Arlington Heights for “investments” and what others call bribes and kickbacks.

The situation became snarled and gummed up.

Chicago Mayor Brandon Jackson offered to build a new stadium in Chicago with over $2.4B in public tax dollars, $900M directly to the Bears and $1.5B in public infrastructure. The Bears were very enthusiastic about this and entered into serious discussions with Chicago while putting Arlington Heights on hold.

The problem is Chicago Mayor Brandon Jackson has no money. He promised other people’s money to the Bears, specifically the state of Illinois. As negotiators from the Bears and the city of Chicago met with state legislators in Springfield, it eventually became clear that the deal proffered by Chicago Mayor Brandon Jackson using other people’s money was not going to happen.

Arlington Heights stepped back in on that front and attempted to move the needle but Cook County and the teachers unions refused to budge.

Indiana stepped forward. The area looks like a shitpit, it’s marshy and there are refineries all in the background. But it’s a ton of land, Indiana is going to let the Bears develop it with a stadium and surrounding large development, there is no red tape or the level of bribes and kickbacks with Indiana and Hammond governments. It’s a completely different reality. And indiana is providing $1B in tax dollars to transform the area into what it hopes will be a revenue generating engine for the state.

Chicago stepped back in with an offer of $855M in taxpayer money to try to keep the Bears but it’s too little, too late, and dealing government in Illinois on the state, county, and city levels is too much of a pain in the arse and too costly.

However…

the Bears say the door is still open for Chicago if they want to make another offer.

Illinois Governor Pritzker released a statement condemning the Bears, saying they did not negotiate in good faith.

Mayor Jackson ran out of a community center for black and Puerto Rican people and ignored questions for comment.

I get the impression that this is all bluster to get Illinois to fold, and that they aren't really going anywhere:
