The Soviet Union was much more than just Russia
Russia should be thankful that NATO hasn't intervened militarily because they would be reduced to rubble already
They made a very poor decision invading Ukraine. One that will set back their country for decades.

Are you asking who defined the borders of Ukraine in 1991? The borders of modern Ukraine were contiguous with Soviet Ukraine, to which the modern nation of Ukraine is the successor state.
