Not necessarily. This person was only caught because she was dumb enough to contact the HOA for a showing. If she had sold the house to an investment group or foreigner without needing a walk through, she would have had the money before anyone knew it was a con. Or if she tried to steal a home that wasn't in an HOA or gated community.
There's a former conman on YouTube that talks about how easy it is to steal homes this way, but his name escapes me. He says that most clerks are required by law to file the paperwork even if they know the document is shady.

i assume that someone would be required to sign the document and accept payment of fees
therefore that person’s identity should be known to investigators
no research necessary, just ask the clerk a couple of questions, namely:
were you acquainted with Ms. Mangum prior to her deed application?
did you assist her in any way with obtaining the documentation required to file the claim?
if so, were you compensated in any way by Ms Mangum for this assistance?
i find it difficult to believe that someone with presumably little or no experience in committing fraud could walk in off the street and claim property worth $4.2 million without someone advising her what she needed to pull it off

They are not lawyers or judges and most of the time not capable of making the determination.
This is the same thing with LEO and squatters. They're not Judge Dredd and if they frick up, they will get their department sued bigly for breaking the law.
