The problem is, his followers will read that and *believe* that we don't know the motive. They won't go any further to read the manifesto, they'll say anything about that is right wing propaganda.
I don't think he is dumb enough to not be aware of the manifesto, he just thinks enough of his followers are that dumb. And he's probably right.
