I started reading the pdf that was released, it had a bunch of letters to Hoover saying these alien groups were communists and please don't put the writer on a list because they didn't know better but are reporting it now.

I personally do not believe they are wholly "Alien" to Earth. Neither do the people most intimately involved in this research and disclosure effort.
Notice the shift in language over recent years? "Alien Life" has been replaced by "Non-Human Intelligence."
