I guess it's ok for vaccinated people that are covid+ to enter restaurants, bars, etc. What is considered recent, for a negative test?

Insanity. Locals may remember to keep their card on them but how many tourists travel with proof of vaccine? Likely slim to none. And if people can’t even get IDs to vote how are they gonna remember to bring vax cards to eat
