They were definitely moving too quickly to be city/county workers.

My nephew interned with the NYC metro system for a summer. He and another guy would travel the tracks with flashlights. A lot of the time to recover lost items. People taking off coats and catches on ear rings or necklaces. Removing gloves and a ring comes off. And of course packages, book bags etc.
But they also had them walk down tracks that were not being used to check for nefarious activity. Said you are a half mile from anything, pitch black dark, you and a partner swing a light and a homeless person jumps out. Said we scared them worse they they scared us.
