The Supreme Court ruled that line item vetoes are unconstitutional. Presidents can't just veto the parts they don't like.

The federal agencies then administer the program which involves setting rules, guidelines, qualifications, etc based on that legislation. Applications for those grants are sent in, evaluated, and either approved or rejected.
Am I missing anything? If there are no applications that meet the requirements, do you expect the agency to pay out the grants anyway just because the President signed a bill?

I guess local schools should work within the budget allotted by local/state available funds. Maybe throwing money at institutions that are routinely failing to to educated their students isn't a good idea. It's probably why you are the way you are, retarded.
