IMO just because someone action did not cause injury, damage or death to person or property doesn't mean that those acation will not eventually do so. I don't believe we should wait till someone is injured or dead before acting on irresponsible behavior.

Laws are not for the people who are willing to live in a civil society and treat people with respect and peaceably. They're for the millions who wont unless threatened.

At one point I believed that 75% of people tried honestly wanted to follow the laws.
20% would follow most laws but ignored many they felt were stupid laws or inconvenience them too much.
5% could care less about whatever law it was, they lived their lives doing what they wanted when they wanted and even to the point of not caring if they lived or died.

lately I'm feeling like the percentages are more like

Follow laws - 20%
Try to but who cares if I break laws I don't agree with - 40%

If it's illegal for someone to work in this country or even enter without the proper documents then it should be equally if not more illegal for a business to employ them.
