Think about this being run to its natural conclusion. It isn't matter whether you're left or right- this is a completely insane decision. Essentially, you're saying the court system gets to determine how many employees should be assigned to each agency. So can the President- any President- not reduce any agency by any number of employees now? Who gets to be the arbiter of what each agency needs to "carry out its functions and its obligations"?
Think about it for me financial standpoint as well. What if Congress or the president strips 50%, 30% or even 10% of an agency's budget. That act would thus reduce an agencies ability to "carry out its functions and its obligations" and thus now be unconstitutional. Is this really what we want to do here?

I think the framing of this argument is wrong.
The court here is fundamentally settling a dispute between the Executive and Congress, which is one of the purposes of the judiciary.
Congress has set the funding and staffing requirements for the DoEd, the executive has not executed the plan as it's supposed to.
Judge is just calling balls and strikes on the facts of the case/dispute between Congress and Executive Branch.

The courts are deciding between a conflict of Congress and the Executive.

Yeah what you're missing is the fact that the judge not doing that. Congress does that. This judge is ruling based on the facts of the case that the Executive isn't doing what Congress told it to.

The Trump administration has determined the DOE needs to reduce the number of employees of the organization as they work towards eliminating the DOE and the judge says you can't do it.
