I don't get why people are laughing at "Dems trying to change the rules". This is how checks and balances work. If a branch of government doesn't like the actions of another branch, then it needs to make changes to achieve a different result.
A controversial Constitutuonal Amendment is going nowhere, though. I can't see 2/3 of either Congressional body agreeing on anything right now, much less 3/4 of the States.
And Congressional term limits? I don't care how popular that idea is, how do you convince congressmen to fire themselves?
The Supreme Court term limits is interesting to me, but I'm not sure it is Constitutional. It does not negate lifetime appointments. It says that, after an 18 year term, a justice loses their appellate jurisdiction. These "Senior Justices" would still hear cases based on original jurisdiction, but they would not rule on cases heard under appellate jurisdiction (which is almost all cases).
Under Article III, SCOTUS appellate jurisdiction is " subject to Exceptions and Regulations prescribed by Congress." Congress has used this power to stop certain cases from ever reaching the Court, but can it parse the Court out and prevent certain Justices from hearing cases?
Sounds weird, but maybe.

It's rich that a 50+ year politician has the nerve to call for term limits on SCOTUS other than his own institution (Congress).

Yeah, but how would the decision be made to stagger the current justices out to achieve that? I'm assuming they'd just go by current term length, which would mean they'd go through Thomas, Roberts, and Alito before even getting to a progressive justice in Sotomayor.

Thomas in office: 32 years & 280 days
Roberts in office: 18 years & 304 days
Alito in office: 18 years 180 days
Also trying to add the 1 every 2 years since Trump only has 1 term left, that would keep all 3 of them from retiring while Trump is in office to ensure a Republican president gets to replace them.

*For any president NOT numbered 46. President number 46, whomever that may be, is immune to such amendments and any and all acts committed by President number 46, whomever that may happen to be, are above being questioned by anyone. Specifically, this amendment is geared towards stripping away immunity from Presidents numbered 45 and 47, whomever that may happen to be.

If you only want 9 Justices, and staggered 2 year appointments, then an 18 year term is the result. Removes the Judges who have been on the Court the longest.
And it's not Biden's idea. The legislation was introduced last year by several D Senators, and is currently sitting in the Judiciary Committee for consideration.
