I suspect that she is trying to sound intelligent, because if you read the video instead of listening to her speak what she says is true. And I do not think she's smart enough to think about this topic on her own, so she probably is getting a ton of calls to her office about this; especially by those people that expect the government to take care of every aspect of their lives.
