On another note, a WWII lecturer I once had said that if you had asked someone in the early 1900s about what European country would have attempted the Holocaust, the last country named probably would have been Germany. France would have been the first answer.

Seems like there’s an obvious answer here, you arrest the people attacking others and deport or execute them. When it happens again, repeat. All of these things happen because police are told not to make arrests or are discouraged from doing so because people they arrest are immediately released.
