I agree that he shouldn't press for the money back or anything like that, but at the end of the day, he gave him $20 specifically for stuff to make a chicken dip to bring to a gathering. And you are saying that it is "mega strange" for him to ask for the money back? That's pretty wild, man. If OP wants to ask for his money back, his well within reason to do so.
You know one of the reasons shitty people keep doing so many shitty things these days, over and over? Its because people stopped calling shitty people out. There is not nearly enough ostracization in 2026, and society suffers for it.

It is honestly not that hard. Most people are the own worst enemy! I have worked in this warehouse for 14 years after serving 4 years in the USAF...I look like I am poor, drive à shitty car but own my house and have over 250k in my 401k at 40 years old. Then I work with people that drive a brand new car, can barely pay rent and don't even know what a 401k is...

Knowing how I am, I would 100% say something to him. I wouldn't try to get the money back since a) it's only 20 bucks, and b) you told him initially to not worry about paying you back anyway.
But learn your lesson and never lend him another dime. And any time he tries to small talk you and poor mouth about his situation, I would laugh at him and tell him to go frick himself with that bullshite.

F off, I served in the military for 4 years after High School... I make decent money and have a job that is good to me! I still haven't used my GI bill which can be passed on to my children. Ever see The Big Lebowski? There’s a scene when he’s realizing he could have avoided all his current problems if he’d had just accepted the pee stains on his rug and moved on. If the question is ever “should I just take the L” the answer is almost always yes.
